my car sold via a classified ad, but the buyer asked me to cancel as they had found a different model they preferred, him buying the car obviously cancelled the ad, so for me to relist the car im guessing a new listing fee must be paid, my question is, do i have to pay the new listing fee, if so this is very unfair and surely the muppet that bought the car should pay.

I'm afraid listing fees for cars are non refundable payable sale or no sale.
Yep, as you say ' muppets' will unfortunately sometimes come to purchase an item from you and then change their mind about paying.
With vehicles, you can compare this to listing your car in a local newspaper, if the car didn't sell, the newspaper would not refund you your advertising fee.
When relisting , you can if you like just add any listing fee and new listing fee to your starting price.

Don't end listing until buyer has paid.

Nice car
However, you do not end a classified add until the buyer has paid in full.
Sadly if the buyer cancels there is nothing you can do about it,and will have to pay to list again.
