New rules for sellers starting 4th Feb.... No, just no. You introduced selling for free and then reintroduced fees by the back door. Do eBay actually have a business plan or are they just making it up as they go along? Holding back funds to cover reimbursements, and then charging the buyer a fee for the same sounds like a money grab to me.
