Won item then it’s relisted

Hi, I bid on a clothing item using the starting bid amount. When the bidding closed with no other bids but mine I thought I’d won the item. I was surprised to find it was relisted. Can a seller withdraw or relist the item even if I bid the minimum amount it was listed for? If there was a minimum amount they would accept why is it not shown on the listing?

The seller could have 2 identical items,  under the duplication rules, they cannot be listed separately at the same time.

Is the item appearing in your Purchase History asking you to pay?  Pay for the item and if it doesn't turn up you open a case for item not received.
