Ebay don't always act on reports & won't always tell you if they do.
Still worth reporting though as if seller is reported a lot, ebay may do something.

It depends what you're reporting them for.
For example, if you believe that they're listing counterfeit items and report their listings, it's unlikely that eBay will take action because they can't see or authenticate the item in question, so have to err on the side of caution in case you're a competitor or disgruntled former buyer of a different item.
If you've purchased an item and return it under eBay's buyer protection then that won't go unnoticed, and you can leave appropriate feedback.

Your reply sums up eBay.
I called them with a telephone, that was a trying expeience I wouldn't reccommend to anyone.
Emailing eBay is a total waste of time.
Imagine you ran a professional web shop (Not eBay) then find you page content in Google images. Screen shots our own product pages with a company selling on ebay.
Reporting the seller also a joke.
Sums up eBay - Another useless company hiding and unwilling to offer any form of customer service. The reviews online speak for themselves.

As a seller when you add photo to ebay listing, it is added to ebay library for anyone to use.
All in agreement we signed when joining ebay.
