Why is it taking 24 hrs for my items to go live?

Every time we list an item eBay says 'congratulations your item is live' but in actual fact no-one else can see it for 24 hours. Why??

This has only been happening for the past few months. Items used to be visible instantly. Mega annoying, especially as with GTC we're losing one day. Dread to think if this happens when doing auctions - not found out yet. 

Beginning to think eBay punishes and penalises sellers every which way they can. Fuming.

It has been this way for a long time - see the details below from Ebay.

It is not a punishment or a penalty.

As soon as you list your item, it shows as 'live' but it does have to be indexed on this huge, complex site before it appears to potential buyers.
