So whenever I go to buy anything with my ebay balance it says "Unfortunately, you don't have any eBay balance to apply towards this order. Please select a different payment method and try again." but I do have balance I have £65 so I try to withdrawal it then it says "Your payouts are on hold because the payment method you have on file could not be charged for any outstanding selling costs. Please add one to get paid." but I do have my bank account and card linked to my account for selling costs and buying so why cant I use or withdrawal MY money
