I attempted to send an offer to one buyer and eBay refused it. I did an internet search and one post on Reddit explains, they have to wait for the original offer to expire. Strange, since I hadn't sent any offers and it's a brand-new listing. I had edited the description page moments before. Could that be the reason?

There  are certain T & C's for sending offers.

Your offers get sent to buyers who satisfy a number of conditions including:

1.  They haven't received an offer from you for the same listing previously.

2.  They haven't purchase the same item from you previously

3.  They're watching your item

4. They've had the item in their shopping basket for a period of time

5. They've viewed your listing multiple times

6. They're a buyer in good standing on eBay

As tressygirl explains, unless certain conditions apply, offers cannot be made.

No. 4 would be the most obvious reason, especially as you had edited.
