It depends upon whether you ordered two items on a single listing, or one each on two listings.
If each item was ordered separately, on two separate listings, you need to open an "item not received" case for whichever is not tracked as delivered.
If you ordered both items on the same listing and only one arrived, I'm afraid you have blown your chance of a refund through eBay by opening the wrong case. In this situation, you are expected to open an "item not as described case" because only one was delivered, not two. It does say this in the small print, but it's so counter-intuitive that many buyers make this mistake.
You can't open more than one case for the same item through eBay, so all you can do now is to try to claim through PayPal or your credit or debit card issuer, depending upon how you paid.
