Recently purchased an item from Germany 

sent via post to uk , the item is valued at less than £135 , but I have still been charged Vat ? 
Why ??

You are charged VAT on all items purchased outside UK, for items under £135 VAT is charged at checkout if over £135 VAT will be charged by courier usually prior to delivery.

I take it you mean charged by eBay at checkout?

 

VAT is normally collected by eBay at checkout on  purchases less than £135, see: https://www.ebay.co.uk/help/buying/paying-items/paying-tax-ebay-purchases?id=4771&st=3&pos=2&query=P...

 

Over £135 it will normally be collected on delivery, plus an admin fee.

You can import something that cost 50p and you'll still be charged import VAT.

 

Pre Brexit buyers could import £15 worth of goods in one shipment and not be charged anything, then they removed that.

There is no minimum level before vat is charged.
