European customer has asked me (based in uk) to send item to uk address rather than his home address - he keeps getting strange eBay message saying I don’t ship to uk when he tries to pay which is not correct - does he also have to pay vat ?

You probably have a setting that stops people with a registered address other than the UK from buying your item.  You could try adding them to your exemption list to see if that helps.

They should not pay VAT if the delivery address is in the UK, but this is ebay and they get VAT wrong a lot of the time.

When paying buyer should change address to delivery address in UK.

Ebay should charge VAT at the rate of VAT applicable in buyers REGISTERED  Country.
