Check the last estimated delivery date on the listing and when that has passed select "Report an item you didn't receive" on here:

and escalate it 3 complete working days later to get a full refund.

You need to stop messaging the seller as you are clearly wasting your time, and use the link provided by @**peaseblossom** to start an 'item not received' case.
If the seller doesn't refund you promptly, ask Ebay to step in as soon as you can.
