Updating username to receive payment

So I'm trying to withdraw what I've received from a coat I sold and it's saying if I don't withdraw it by the 23rd there will be restrictions but I don't know what that means since it won't tell me, so I changed my username but my laptop glitched and it didn't put a space between my name and it won't let me update for 30 days this I cant add bank details for payouts. Any ideas what I can do cus I need that money for bills and it's stressing me out.

I do not understand the message you received,  as there is no time limit for withdrawing payouts.  Indeed, you do not have to withdraw them at all, leave the accumulate and eBay will send them to your nominated bank account selected for Managed Payments every 3 months.

You could try Customer Services explain the tech issue you had with your laptop when entering a new username ID ( why did you change this?)  and see if they can help you now enter your bank details.  It will still take a few days to verify new details.
