After lengthy consultation with seller about shipping item to my country, him getting me the shipping price , him accepting my offer thereafter , payment made for shipping and item( through eBay) , to be told by seller 3 hours later that he has cancelled the purchase through the eBay platform as he has now decided to sell item locally. He says that he has NO intention of posting item. The cancellation request has been with eBay for 3-4 days as “cancellation pending “ , and now changing to “cancel fail “ and for me to lodge a dispute if item ( that will never be posted) is not received by delivery date ( which is 25 days from today) . Seller said he will not post item and I must wait for my refund What do I do when eBay themselves say I must wait for an item( which will never be posted ) - and they are aware of it - to only then lodge a complaint, PLEASE HELP

Unfortunately you won't be able to open a "not received" case to get the refund now until after the estimated deilvery date. The seller could have easily cancelled at their end and has behaved badly. For that you can report them to ebay. Scroll down to "Report a seller" on here:

this is absurd, where is the human intervention where logic can be used. The seller refuses to send item ( probably already sold on another platform) . I just hope the delivery date does not get pushed forward continuously because it’s never been shipped
