I ordered a phone but the seller hasn’t posted the item, has missed the delivery estimate and is not responding to any correspondence. EBay is beyond unhelpful. All I want is my money returned under the eBay guarantee but I’m getting nowhere. Any advice?

eBay's 30 day MBG Money Back Guarantee is written on the right hand side of every listing.
Are you still within 30 days of the item's last estimated date for delivery? Then, proceed this way:
If the seller is not being helpful, go right of the item purchased, and from More Actions select.... I Have Not Received My Item.
If you are not fully refunded within 3 days, you must escalate the case on day 4 or within 30 days from opening the case, and eBay will step in and force the refund.
Do not close the case early for any excuse or promise the seller may give, and do not forget to escalate.

Thank you. I tried cancelling the item which just meant eBay gave the seller more time to reply. I’ll wait for this particular cycle to end then follow your advice. Thing is, I’m convinced the seller is one of those fake accounts designed to waste people’s time. But eBay really don’t want to know.

I wouldn't waste any more time waiting for the seller to take action, and there's always the danger of timing yourself out for a refund.
If a reasonable time has passed your item's last estimated date for delivery, then open that case for item not received as described above, now.

eBay really don’t want to know.
There are probably hundreds, possibly thousands of cases of non-delivery or late delivery every day. There is absolutely no need to speak with eBay at this stage. eBay has a simple, automated prodedure for reporting non-delivery and requestion a refund, which they expect users to read and use.
All you need to do is wait until the latest estimated delivery date has passed, then open an item not received case under eBay's money back guarantee. Be sure to escalate the case for eBay to step in if the seller hasn't responded within three working days.
