Unable to upgrade to a business account

Hi everyone - I'm was told to upgrade my account to a business account by eBay, but I keep getting an error message whenever I try. As a result, I missed the deadline to upgrade and my account has been restricted! Does anyone know a fix? I've tried clearing cookies/incognito browser/different browser/on my phone and laptop, and nothing's working.

If your account has now been restricted the only way forward here is to contact eBay and ask them how to proceed.
