Unable to send buyer offers

Is there a human who can help? I am frustrated not to be able to speak to any human being at eBay!

I have numerous watchers on my items but I am unable to send them offers.  I used to be able to do this before but I cannot anymore

Have you looked to see what requirements are, that is far better than wasting time speaking to CS who at best can only give the same information?
