I'm trying to find the answer as to why you cannot use your cleared funds in eBay Balance to pay when an offer is accepted, as personally I have not tried this out, and will get back to you when I receive an answer.
Meantime, the item you were trying to pay for, did your eBay Balance fully cover the amount? Perhaps using it as part payment cannot be managed ?
