USA Tarrifs

UPS are asking for 90USD in tarrifs on an item I have sold to a customer in the USA. I can't get a reply from the buyer, as to whether they are happy to pay it. Can they refuse to accept the item and what would I be liable for?

Buyers are responsible for paying import costs to their country.

If you send item and they refuse to pay them, it invalidates ebay MBG, 

So they could lose item and money.
