UPS are asking for 90USD in tarrifs on an item I have sold to a customer in the USA. I can't get a reply from the buyer, as to whether they are happy to pay it. Can they refuse to accept the item and what would I be liable for?

Buyers are responsible for paying import costs to their country.
If you send item and they refuse to pay them, it invalidates ebay MBG,
So they could lose item and money.

tobiasd4 - Thanks for that. The buyer says no they wont pay it. I have managed to stop the package at UPS Stansted. Will probably have to drive down there and pick it up. What do I do now re ebay, do I contact them and instigate a refund. Also does that cost me?
Thanks, Peter

My understanding of US tariffs is that where a seller arranges the export they are responsible for the tariffs. It's not like other import/export taxes.

The result is:
1. The Tariff is decided when the package reaches UPS Stansted.
2. I notify Buyer of the additional cost ($98.88)
3. The buyer says they don't want the item and requests money back.
4. Ebay say "If customer refuses to accept package, it goes back to sender."
5. (in theory) I get the package back, they get their money back.
6. The whole thing takes 6 to 8 weeks.
7. I try and sell the item again. BUT ONLY TO UK BUYERS.
8. LESSON LEARNED!
Thanks for the advice guys 😀
