Tv - No tracking details / No proof of delivery- need refund

I purchased one used Sony TV on 20th Nov. Immediately after payment, I asked the seller to cancel the order and don’t despatch it. He asked me to cancel the purchase . He also agreed for the same ( our proof of chat attached ).  Later on, when I canceled the purchase then the rejected it. Now he is no more responding my chat. No proof of delivery , no tracking number. Tv not yet received. And offering me refund of $100 from my total payment of $ 1,152 ( including shipping and taxes ). Also asking me to return the Tv before 16th Dec to collect my refund. He even send me return label. 

Now I am totally confused . There is no TV at my end and he is offering me refund of $100. If I refuse to accept the offer then for my total refund then from where I will return his tv which was never delivered to me.
