A buyer can only ask to cancel an order a seller has to agree.
Or, do you mean you have paid and not received your item? Then, proceed this way, if a reasonable time passed your item's last estimated date for delivery.
Then, if the seller is not being helpful, go right of the item purchased, and from More Actions select.... I Have Not Received My Item.
If you are not fully refunded within 3 days, you must escalate the case on day 4 or within 30 days from opening the case, and eBay will step in and force the refund.
Do not close the case early for any excuse or promise the seller may give, and do not forget to escalate.

Buyers cannot cancel, only seller can cancel.
Why don’t you use the Money back guarantee? Ebay puts it on EVERY ITEM, but few bother to read it, and risking losing their money.
OPEN A NOT RECEIVED CASE, if no refund or item, after 3 days escalate to ebay.

Buyer protection won't help you ' on its own' , you have to take action.
If you do not receive your item , open a case for item not received , as I described in my post above.
