Time up for ebay ?positive feedback doesnt confirm delivered?

Times up for ebay nothing selling at all buyers closing pages down ,buyers having to wait for funds , ebay delivery tracking system doesn't work now had to call ebay c,s twice to get funds released items delivered last Thursday 1 item positive  feedback left so I said to guy at c.s positive feedback left so funds should have been released ? Reply no unless shows delivered they won't release funds *bleep* really complaint raised 13 years on ebay time to call it a day

Ebay's own tracking system onsite is not working and it has been like that for many weeks,but they say there looking to fix it!

Ebay also announced changes here that should take affect shortly, whereby feedback will be taken into account for orders of £25 or under with or without tracking. 

"We’ve also heard your feedback and have expanded the scenarios where funds will be released after positive buyer feedback is received. When you’re selling a single item for £25 or less, funds will be available instantly if positive feedback is received from the buyer*. This will apply on both tracked and untracked orders. This change will be live mid-March".
