There are 2 reasons for a return to be closed.
If opened in time, that is, within 30 days of the item's last estimated date for delivery, then you do have to escalate on day 4 if not refunded before hand, or if an item has been returned, seller has 48 hours to refund, again if not, you Must escalate. If you don't ,escalate, the case will close through inactivity.
Second reason for closure, you opened it too late that is, after the 30 days past item's last estimated date for delivery.
If the case has closed you cannot open another for this item with eBay, but can now turn to your payment provider for help with your refund.

Then, what reason did you give for the return? If for item does not fit / or for change of mind and the seller has a No Returns on their listing, this too will close a case.
The seller would not have to refund for those reasons.

You gave no information at all to help us answer your question, but it it's the Apple air pods the seller is a private seller and doesn't have to accept returns.
If so, this was a very high risk purchase. Your seller presented themself as a private seller, and as such does not have to accept returns. However, private sellers are only allowed to sell their own personal possessions. This seller has sold multiple new Apple air pods in the last month. (I stopped counting at near to 100). Only registered business sellers can do this, and they are required by law to accept returns and meet other requirements.
Counterfeit Apple air pods are often found on eBay. Is this why you want to return them? There may be other ways to get a refund but to give the correct advice it would help to know when and how you paid. You can add this information, if you wish.
PLEASE be aware of the risks of buying from strangers on eBay. Especially accounts that have been dormant for some years and suddenly start selling top brand items as unregistered business sellers. eBay even warns buyers in the user agreement that "they do not guarantee the existence, quality, safety or legality of items advertised, or the truth or accuracy of descriptions". Would you buy from a shop that stated this? Be careful - eBay is a jungle.
