The date of delivery is expired

 I bought an item but seller didn’t delivered  it . The day of delivery is expired. I wrote several times to the seller but no response . I need to refund it or deliver my item as fast as possible because I am leaving the Uk .
What I have to do ?

and escalate it 3 complete working days later to get a full refund.     It is not possible to speed up eBay's process.
