The buyer does not receive the products from customs

The buyer does not receive the products from customs, I wrote a message to the buyer but they didn't respond. It is impossible to reach eBay customer service. I tried for 1 hour with a ridiculous automatic assistant and no one came to me. If the buyer does not receive the product, it will be returned. My country's rules require you to pay customs duties for the returned product. There is no one to help and find a solution to this issue.

Not sure how eBay Customer Services can help with a Customs issue,  but first you will need to log out of here,  and log into  the correct site which is www.ebay.com
