I received a tablet,but it won,t startup.I put it on charge but the message "Searching for a QR Code. it has been like that for at least 4 days. What is a QR code?. I contacte the seller but he will not take returns. and he told me to contact Samsung. i contacted Ebay for help and was told to send a photo which they already have. I cannot send phtos. If I dont send a photo I the rest of my the message will not go through. Thanks all

Never take advice from a seller! If the item does not work simply open a case from the item using the reason "faulty" or "not as described". You need to add a photo but that does not need to have any relevance to the fault. You will have to sort that out because as you say the case will not go anywhere without a photo and you cannot get a refund without a case. The seller must accept cases where the item is not as described. Do not contact him save to open the case. Absolutely no arguments!
He must send a label for posting it back to him. If he does not do so within 3 full business days then simply escalate the case to eBay and you should get a refund. If he does send a label then return it and when delivered to him he refunds within [if I recall] 48 hours else escalate it [as above].
Remember not to get into any "discussion". Leave it eBay where it is pretty much automatic @flatroofer2

Open a "not as described" return which the seller cannot refuse. For the photo try copy & pasting the one from the original listing.
