Given notice of a delivery from the post office from a.company called  TOPYOU.

Have never ordered anything from them what have they charged my account with you if soplease stop payment. I've tried various times to ask you without reply.

Are you sure this is an eBay purchased item?

Go to your Purchase History,  is the item there ?

Are you even sure it is a genuine message from Royal Mail?  The post office does not deliver anything, so is hardly likely to advise you of a pending delivery.

Topyou is a Chinese tracking company. 

If item not in your purchase history or you didn't buy from another site, just delete it.
