I rang eBay after getting todays email as it was ambiguous at best.
Had to be put on hold numerous times to get final clarification, but have now been told that buyers will not be paying the protection, private sellers will.
If a buyer buys something after 5th Feb and is listed at £20 by the seller, the buyer will still pay £20 at purchase.
The fees included in that £20 will then be deducted from what will go into the sellers balance, once its been delivered of course.
So eBay is now no longer free for private sellers and whats more, its worse than before as:
The per item price has more than doubled from when they had final valuation fees, which will devastate selling low price items from the platform.
I used to list when they offered 70% or 80% off final fees, I highly doubt this will happen with the new buyer protection structure, so in comparison to that offer it will be more expensive than ever to sell on the platform.
For the privilege of paying the buyers protection for them, I will now not get my money until the item is delivered.
They already had a money back programme, this is just their fee structure reinstated under a new name.
There is with nothing new on offer with this protection, except for withholding our money for even longer so they can earn more interest.
So now its time to delist everything I had moved to eBay and go back to Vinted, unless I have a Maths degree to work out how much I now need to increase every listing by in order to cover their new fee structure.
Clearly their move to fee free has cost them too much money.
They would have been better moving from their old model to this one without offering free to sell in between.
Knew it was too good to be true that selling was going to remain free.
I think they are going to end up completely copying Vinted, so just wait, it won't be long before sending offers becomes a mandatory feature vs optional!
Gutted.

Add any deficit in fees to the listing price,as buyers are supposed to be unaware of any potential costs for Buyer Protection for private sellers.
BP Comes free (unchanged) for business sellers.

The fact remains its no longer free for private sellers unless we increase our prices to cover eBay's reinstated fees.
No advantage to sell here vs Vinted now and at least the fee breakdown is transparent to both buyers and sellers on that platform.
