Simple Delivery/Buyer Protection

Please can I have some advice,a buyer has had their 48hr tracked item delivered to an incorrect address,can they now claim a refund from eBay (I'm presuming this is what they have paid the buyer protection fee for)or will it be down to me to refund.

If the item was sent out to the buyers address on the order details then your not at fault, the courier is.Items do sometimes get delivered incorrectly, or go missing.
