How long does the seller have to send the shipment to the buyer? The situation is that the buyer's payment is suspended by ebay and the seller is not sure whether he should send the item now or wait until ebay will release the payment and receives the payment in his account.

Are you the seller?

As long as the item is shown as paid for, and Ebay say you can send it, you need to get it posted off.

The buyer's payment won't be released until after tracking shows delivery, so, if you wait for payment to be released before sending, you will not get paid at all.

Edit

My advice is based on the seller being in the UK.

As you are in Lithuania, I can't  really advise you.

I am the buyer and bought an item almost a week ago, it's paid, but it still not shipped. Seller says that he can't post item, because he's not have money and his bank account. So I am confused and don't  know what should I do- wait, cancel this order or  require the seller to send it anyway. It's an expensive item, so I am afraid to lose my money.

I bought this item here (.co.uk) and from EU country, so I am sure it's normal to ask here. The rules of ebay should be global, no?

Look at th email you received when you paid for the item.

One day after the latest estimated delivery date from that email, you need to open an 'item not received' case.

If you bought from a UK seller, they will not be paid until the item is delivered.
