Shield bidding

Received a message from ebay stating my account is restricted and cannot buy or sell for next 10 days and I should fulfill any orders that comes in.  I had nothing on bid as a seller nor bidded on any items over the last 3months  can someone explain  many thanks

Where does shield bidding come into this?

This is what confuses me as a seller I have mot had any items on bid for a l9ng time. As a buy I've only purchased items on buy it now or placed offers
