Nope , that is one thing eBay have not removed.
To mark an item as dispatched click on the item sold, then top left click on View Order details.
Far right from More Actions select Mark as Dispatched.
If you are referring to a collection item that process has changed. When the buyer buys and pays for the item they receive a collection 6 digit QR code. This they must bring with them for you to scan or enter the numbers manually as this is the only method of marking an item collected. Do not release your collection item without receiving this code.
