Selling Limits Set at 0

Hi, I’m trying to sell an item but it states I can’t as I have exceeded my selling limits. It says my limit is 0. And I have not sold anything on eBay for years. I tried to request an increase but it says I’m not eligible.

So basically I can’t sell anything on eBay and no idea why?

any ideas?
