I ordered an item in may, was told it was delayed, I agreed to wait. Yesterday I cancelled it and requested a refund. The buyer says they can’t refund without my card details. This can’t be true, but I can’t start a refund request because I bought it in May and my purchases only list back to June. Please advise

The seller can't refund through ebay after this length of time so you will have to give them some other way of paying you.
It can't be done by card though, it's either PayPal, if you both have that, or bank transfer or cheque.

Never give anyone your card details. It's true that your seller is unable to refund the original payment after 90 days, but they could refund via PayPal (if you have a PayPal account) or direct bank transfer.

Never agree to wait, getting money back once over the 30 days from estimated delivery can be difficult, in fact some sellers rely on this to keep the money.
If seller does not find a proper way to refund, do not let it drag on, speak to your payment, now before it is too late to get help from them. Generally you need to be within 6 months, and that is approaching fast.
