Seller not taking accountability for damage overseas

Hello all!

I purchased a picture that had frame damage and believe it was done before reaching the UK.  Made a claim with Parcel Force and finally got a response stating that 'we cannot accept claims from the addressee on import parcels as the sender would need to make a claim in the sending country'.  Waiting for the response was about three weeks so the 'claim' would have closed before then.

Filed claim on eBay and agreed to a partial refund (very small refund) for the damaged part of frame... he sent part of the frame for me to fit myself but after attempts at restoring it have given up.  I was thinking about ignoring it and just 'starting a return' but accepted the part-refund.

I did suggest to him to make a claim against the damage at his side but he was dismissive about it and said that it would all be sorted.  As i'm unable to re-open a claim again  for return as the 'start return' is now closed what should I do?  Just leave neg. feedback or forget about it?

Any help appreciated...

I am afraid that you should have opened a not as described case in the first instance. Damaged items received from outside the UK will always create more problems than local items.

You accepted a partial refund instead, that was your choice, so do you think negative feedback would be fair. Partial refunds are unenforceable so seller did not even need to make any refund.
