How can I ask e-bay to step in to resolve an issue with a seller?

How can I ask e-bay to step in to resolve an issue with a seller?  The seller had put themselves as UK, and I filtered on UK only.  The item arrived far too late, after 16 days - not surprising since it was being shipped from China.  To request a refund, the seller has provided an address in China to return the item. This is clearly too expensive.  I can't see an option to open a case, and I have spent hours going round in circles on e-bay automated help.  Can anyone help?  What is the point of e-bay buyer protection, if you can't access it??

The option to escalate the case will appear at least 3 working days after it was started. 

 

Unfortunately ebay cannot enforce payment of return postage by overseas sellers.   As an alternative you could resell it yourself.
