Advice on this please.
just won an auction. Purchase price £41. Paid for.
contacted by seller saying he thought he’d listed for a higher start price (£81) and was looking to cancel sale.
I had conversation with seller midweek about measurements etc, where he referred me to the listing.

No one can force seller to post item to you.
Pay for item and see what seller does.
Ebay will either tell him to post item or cancel.

It is not up to ebay to come up with a solution. As far as ebay are concerned item sold, seller posts. Seller is completely responsibility for listing.
If seller cancels sale without your agreement, then they get a defect which could damage sellers ability to sell.
If seller does nothing then once past the expected delivery date, you open a not received case to get a refund. This does let seller off the hook, but does deserve negative feedback. If it should come to this, just say “Seller refused to honour the sale” then there is no reason seller could ask ebsy to remove it. Also of course mark down star ratings.
Point seller to what they agree to when they list, it is right at the bottom of listing form -
