Help!!!!!! I’ve paid £62 for trainers and today a tiny envelope came with a tiny bit of material with same details as trainers and claiming to be my delivery , I’m being scammed and it would seem eBay is ignoring my messages

You do not need to contact ebay, you open a NOT AS DESCRIBED CASE . Seller has to provide a reply paid label, if they want it returned for a refund. If no responce from seller then you escalate to ebay on day 4.
ON EVERY LISTING right side is a link to the money back guarantee, it is a good idea to read information ebay provides. Buyers can only be scammed if they do not follow procedures for getting refunds.

Do as advised and open item not as described case.
No need to contact CS, it is all automated.
Make sure you escape case on day 4.

I’m so angry and eBay are not helping
You accepted in the user agreement that "eBay does not guarantee the existence, quality, safety or legality of items advertised, or the truth or accuracy of descriptions". So you knew the risk you were taking.
It isn't that eBay are not helping, it's simply that they have a clearly explained and automated procedure for claiming refunds and returns under their money back guarantee procedure.
All you need to do is to open a "not as decribed" case and return the piece of cloth to the seller with tracking proof of delivery. If the item was located in the UK it's very straightforward. If the seller wants the piece of cloth to be returned they will be required to send you a prepaid return label. If they're abroad (this particular scam is usually from China) it may be more complicated. Feel free to ask here again if the seller tries to make you pay for the postage.
