You open a not as descried dispute by going to the item in your Purchase history or ebay help at the top of the page

If the seller does not send a pre paid label then you go back to the dispute after a couple of days and escalate to ebay

That option appears when it is time.

It says the item is in London and that is where it goes back to not China

you have 30 days to open the dispute so if  you did not and still in time do it now.

You dont have to deal with the seller

Did you open a dispute?>

If you opened a return instead of the Not as described and it closed then nothing you can do on ebay

If you paid through paypal then try there

Of your card provider

Never change feedback on a promise and as I expected your seller is in China

They will pester for you to change.

You make it hard to help you by not explaining what procedure you have followed, or even telling us the date of purchase or delivery.

If you haven't already used eBay's money back guarantee, and are still within the time limit, you need to do so now.  Sellers can't refuse a money back guarantee case. As regards a return label, although your seller is in China the item location was in London so eBay will require them to send you a prepaid return label to their UK address.

There is a link to the money back guarantee in every qualifying listing, or see: https://pages.ebay.co.uk/ebay-money-back-guarantee/
