I doubt the system would pick up anything not allowed, so most likely reported, possibly by someone selling similar items.

What matters is WHY you were stopped from selling navy stickers, not whether other sellers are also selling them.

I'm guessing that perhaps the design of the decal is copyright, and you were reported for using it without permission? If other sellers are using it, they either haven't been reported yet or have permission to use it.
