Royal Mail Large Letter Postage Rate

I listed two items and both needed to be Large Letter postal charges.  One listing stated £1.55 (which is correct) but the second listing wanted to charge £2.70 and no option to change that rate was given.  Why would there be the £2.70 rate when that is not what Royal Mail charges?  Image attached.  Many thanks for any comments.

Simple Delivery is mandatory for private sellers but you can opt out for small items under £20 IN SOME CATEGORIES. I would assume one item is in a category that allows opting out and one is not.
