Not happy that ebay won't let me book a return for a refund on a order that i canceled the return of before by mistake and now it looks like i have lost £250

If the buyer has a No Returns policy on their listing for this item, then you cannot return it for the reason ... change of mind / purchased by mistake.

If there is a Returns Accepted on the listing,   then you can return it for those reasons,  but will need to pay for the return tracked postage.
