Returning surcharge fee to the buyer

The buyer had to pay surcharge fee £3.50 for the oversized parcel which the seller didn't pay much to cover it's cost. Now the seller need to pay back this £3.50 to buyer. But the buyer is not willing to provide bank details. What the other way the seller can use to pay money without incurring any extra cost.

Cheque, Paypal, postal order from your post office.

Seller can easily make a partial refund.
