Returned but seller hasn’t refunded

I purchased an item but was way too small. I returned it and provided tracking number for seller. When I asked seller why hasn’t refunded yet, he said he hasn’t received it but tracking number shows delivered to him by Royal Mail. I sent him this confirmation when he lied tracking number isn’t showing delivered, which 100% does. He/ she now doesn’t want to refund. Pls advise as don’t know how to open a dispute

When did you receive the item and was it from a private seller or a business seller?

It may be worth trying to open a case now but it does depend on the answers to those 2 questions.

It’s business seller.
I also like to seal to a person from eBay but can’t find a contact number for eBay agents

You can open a case within 30 days here, if the item was not as described, eBay Money Back Guarantee policy 

Keep the tracking details as you can add them into a case when returned.

You don't need to speak to eBay agents. eBay's return procedures are clearly explained and fully automated. I just hope you haven't left it too late to use them.

A tip to bear in mind is that if an item is too small it's vital to explain whether this is because the size was incorrectly stated, or it's just a bad fit for you. If the size was incorrectly stated you can use eBay's money back guarantee. If it just don't fit, this has to be treated as a change of mind return,
