Buyer has asked for a full refund claiming item does not work. I have spoken to buyer and explained they are not following instructions for using item correctly and asked them to try again with my support. However buyer has not informed eBay of resolution. how do I feedback to eBay or speak to an eBay agent please?

If buyer opened item not as described case, you issue returns label and refund in return.
Ebay will give buyer a date to return item by, if they don't case times out in your favour.
If you refuse to issue label buyer can escalate to ebay, who will force the issue.
If buyer can sort issue, they can close case.

Thanks for advise but item is not faulty, buyer described issue and it’s clear buyer is not following operation instructions. Buyer said he will continue to try the device and is no longer communicating with me. Buyer has not removed the ‘not as described case’. I don’t know how to proceed?

You should provide a label for return by the date given by Ebay in the case.
Unless the buyer closes the case, assume they want to proceed with the return.
You can't provide evidence to Ebay that the buyer isn't using the item correctly and, if you don't deal with the refund, they may refund the buyer from your funds and tell them to keep the item.
