I sold an item, the funds were released. The buyer now claims not to have received the item. My funds are now on hold.. I have no tracking details due to low item value (£18). How does this issue become resolved?

Without tracking showing delivered, you have no option except to refund through case and then claim from carrier.
If it was the track suit, you used RM, so receipt will have reference number on,
This will show if item delivered on RM website.
Always add tracking/reference number to ebay when posting and to any casel

Did you buy postage at the Post Office?
If so, you should have a proof of posting slip from them, and there's a 16 digit number on it. Do you have one?

Who knows, amongst the millions of items handled by Royal Mail only a small number go missing. Sometimes missing items turn up weeks later, but it is up to you to refund buyer.
If you had proof of posting you could then use that to make a claim on RM. You used presumably a small parcel, a proof of posting would have a tracking number on it. The proof of posting is the receipt given to you when you pay at the post office.
You should also be aware, that the method of postage you use, only covers up to £20, I suggest you consider using TRACKED 48 which covers up to £150. Only 20p more than what you use now, and would cover most items you sell
