Hello,
I recently sold an item, before posting i noticed the item was damaged, so cancelled the sale and refunded the buyer.
I noticed that my available funds went down due to the refund.
My question is, my ebay funds have gone down from the refund, although techincally i never had the buyers money as with the new ebay process is to release funds once the parcel has been delivered.
So technically the buyers purchase funds was never in my cleared funds, yet the refund is deducted from them.
Is this correct?

Yes it's correct,refunds will come from your available balance first or your backup card next,when the payment from the buyer clears it will be added to your available balance.

I appreciate that, but surely the buyers payment would not clear, due to the parcel not been sent and therefore item will not be dispatched/delivered.

Those are the rules I'm afraid and have always been that case, that is, if money is not available in the Available section of your payment summary it is then taken from your bank account. Now, it's taken first from your Available funds, if none there, it's taken from any pending funds.
Once the refund has been finalised any pending funds are released to you.

I understand that, but before the seller would have aleady had the buyers funds straight after they madd the purchase.
For example.
Available funds £100
Buyers Purchase £50
Total available funds £150
Refund £50
Available Funds £100
But now with funds not be released until delivery it does not work like that.
Eg.
Available Funds £100
Buyer Purchase £50 relased after Delievey. Which will no longer happen as sale will be cancelled
Available Funds still £100
Refund issued a £50
Available Funds £50

It's how it works now that matters.
