I paid for an item later removed for a policy violation. Not being sure what to do (as I have not recieved the product) I logged a cancellation. Later I found that help said to log an 'item not recieved' but because I have logged a cancellation the site won't let me do that. What do I do?

You need to wait one day after the item's last estimated date for delivery to open that case for item not received.
It might be too soon to open the case.
Cancellations may be requested, but a seller does not have to agree, and it shouldn't impact your INR case, when it's the correct time to open this.

Thanks - is there no way to escallate it faster since they have already removed the add as a result of a violation?

No. As it has been removed already, you might need help from ebay to get refund.
Why ebay does not give an automatic refund on removal, I do not know.
