I’ve just received an item back from a buyer, but I’m out of the country until after the refund window closes. This means I can’t check the item is returned complete and working before I have to pay them.
I just get an eternal loop with eBay when I try and speak to someone, so do I just have to suck it up and refund them and I hope the item still works?

You will have to refund unless you can ask a friend to check it for you. To be honest it's hard to appeal a return at the best of times so odds are you would end up refunding anyway.

Buyer only has to escalate to ebay to get a refund, and you get a defect on your account.
As said you lose whatever you do, ebay would accept proof of delivery even if buyer returned an empty box.
