Refund/Return Question.

I am a seller who offered a partial refund that was declined, however an compromise was made.

The seller however is unable to cancel the return? 

What is the next step? 

I can only offer a full refund or get a return label and he has no option to cancel.

how do we resolve this?

Partial refund offers can only be answered once, so if the buyer declined your offer, you won't be able to send another. At that point, the case/system expects the returns procedure to be completed, or a full refund to be sent. Otherwise, the case will remain open and the buyer will be able to escalate it after 3 business days if no resolution is taken.
