Partial refund offers can only be answered once, so if the buyer declined your offer, you won't be able to send another. At that point, the case/system expects the returns procedure to be completed, or a full refund to be sent. Otherwise, the case will remain open and the buyer will be able to escalate it after 3 business days if no resolution is taken.
